United States Goverruent will present their draft Treaty to Chinese Ambassador in Washington on 24th ☺ctober. As observations of some Domini ɔns are still outstanding I shall not be able to telegraph to you final amendments to

of draft contained in my telegram No.1585 Lör 17th October in time for you to present it to the Chinese Government on that date. But you should make a communication on 24th October to the Chinese Government in the following sense.

His Majesty's Government understand that the United States Goverment will be presenting their draft Treaty on extraterritoriality to the Chinese Ambassador in Washington on 24th Cctober. His Majesty's Government are still in consultation with the Goverusents of the Dominions and India but they expect their draft Treaty to follow closely the text of the United States Government's draft with the addition of a clause covering the rendition of the British Concessions at Tientsin and Canton. His Majesty's Government, hope to be in a position to present their draft Treaty to the Chinese Government in the very near future.
